He earned his Bachelor of Science degree at Illinois State University, his Master of Arts degree at the University of Illinois, and a Certificate of Advanced Studies in Educational Administration, also from the University of Illinois. He earned his Doctor of Education degree at Northern Illinois University.

For eight years, he served as the Director of Planning for Township High School District 214, one of Illinois’ largest school systems. Serving over 250,000 residents in suburban Chicago, District 214 is well known for its quality programs and services. As Director of Planning, he was responsible for developing and coordinating the district’s strategic planning system.

His educational experience also includes: administrative assistant to the superintendent; assistant principal; high school teacher; and athletic coach. He also served as project director of a regional “future studies” program for highly gifted students.

Dr. Feddema has published several articles related to strategic organization. These include: Budgeting a Strategic Plan; The Internal Coordinator’s Guide: Developing a Strategic Plan From Within a School District; The Superintendent’s Role in Implementing a Strategic Plan; Leveraging an Organization’s Culture with a Strategic Plan; Site-Based Planning; The Principal’s Guide to Site-Based Planning; and, Strategic Planning: Only the Beginning.

In the past twenty years, Howard has made presentations and conducted training sessions on strategic planning, and organizational development throughout the United States and abroad. He has facilitated plans in over 180 districts and organizations in 38 states and nine countries. Some of his most recent clients include: Catalina Foothills School District, Tucson, Arizona; New Haven Unified School District, Desert Sands Unified School District, Colton Joint Unified School District, Rowland Unified School District, and Vaccaville Unified School District, California; Regional School District 13, Regional School District 15, Regional High School District 9. ACES, North Branford, New Milford, Bloomfield, Weston, Easton, and Redding School Districts in Connecticut; the Illinois Math and Science Academy, Oswego Area School District, New Trier High School District, Peoria Public Schools, and Joliet Township High Schools in Illinois; Minnetonka Public Schools in Minnesota; Millard Public Schools in Omaha, Nebraska; Woodbury Public Schools in New Jersey; Solon City Schools in Ohio; Hillsboro Public Schools in Oregon; the Austin Independent School District, and Coppell Independent School District in Texas; Kenosha Public Schools, the Rice Lake Area School District, and the Milwaukee Academy of Science in Wisconsin.

His international clients include: American International Schools in Dhaka, Bangladesh; Riyadh, Saudi Arabia; and Taipei, Taiwan He has also worked with the International School of Beijing, China; the Frankfurt International School, and the International School of Bonn, Germany. Howard has also worked with school districts in Cambridge, Kitchener, Toronto, and Waterloo, Ontario as well as governmental agencies in The Cayman Islands, British West Indies.
